Disney. They are the problem. Pixar used to be an independent studio until Disney bought it. They bought it in 2006 but a bunch of movies were already well into development (like Up). I believe Toy Story 3 was the first movie that Disney completely oversaw. Sure, there’s an occasional gem like Inside Out, but the issues started once Disney took over, rammed in sequels/prequels no one wanted, and gave up quality storytelling in order to make a profit.
